Sixteen British citizens were awarded the medal for their personal courage and bravery while taking part in the Arctic convoys during World War II.

The Ushakov Medal was established in March 1944 as a decoration to honour courage and bravery shown in action at sea. The medal bears the name of Russian naval commander and admiral Fedor Ushakov (1745–1817).
