The Federal Law aims to implement the decision of the Russian Federation Constitutional Court of April 22, 2013, which recognised the provisions of election and civil procedural legislation on appealing voting results as non-conformant to the Constitution of the Russian Federation since they do not give citizens the opportunity to appeal against voting results at the polling station they voted at.
The election legislation is therefore supplemented with provisions which give the voters and referendum participants the right to appeal the polling station commission’s decisions and actions related to determining voting results at the polling station or referendum polling place where they participated in elections or referendums.
