The agreement was signed in Moscow on October 13, 2014.
In order to meet natural gas supply commitments to China under the agreement, and to ensure the continued development of Russia’s gas sector, the President asked the Government to approve by September 1, 2015, a comprehensive programme of state support for construction of gas transport infrastructure facilities. These facilities, including the Power of Siberia mainline gas pipeline, are being built in order to carry out the agreement and will be used for natural gas production at fields in Republic of Sakha (Yakutia) and Irkutsk Region and its transportation and processing.
The federal executive authorities have been instructed to provide the required assistance in building gas transport infrastructure facilities.
Instructions on facilitating gas infrastructure construction have been given to the regional and local authorities, Rosseti power distribution and transmission company, electricity grid companies, Russian Railways, and organisations in the air, water and road transport sectors.
