The Federal Law is aimed at improving the mechanism for using electronic signatures in the work of government agencies, local government agencies, legal entities and individuals.
The Federal Law establishes conditions for recognising electronic documents signed with an electronic signature as equivalent to hard copy documents signed by hand, the powers of federal government agencies in using electronic signatures, and establishes requirements for means of electronic signatures.
The Law defines the responsibilities of certification authorities and requirements for those authorities.
