The Federal Law makes provisions for a simplified procedure for obtaining Russian permanent residence (without first having to obtain a temporary residence permit and live at least one year in Russia on the basis of this permit). This simplified procedure is open to foreign citizens and stateless persons coming in large numbers to Russia as a result of an emergency situation, provided they receive temporary asylum or refugee status and are involved in the state programme for assistance to compatriots living abroad in voluntary resettlement in Russia.
