The Federal Law provides a legal foundation for developing the National Digital Library, a federal information system.
In particular, the law outlines the objectives and tasks of the National Digital Library, criteria for documents to be selected and included in the library, categories of users, user access options and sources of funding.
According to the law, the National Digital Library is being created by the Culture Ministry and will be operated by the Russian State Library.
The National Digital Library will collect digital copies of print editions, digital editions, unpublished documents, including dissertations, and other documents submitted to the system as mandatory copies, as well as valuable manuscripts. The law stipulates that the library will operate in full compliance with the Civil Code of the Russian Federation.
The Government will approve the criteria and procedure for selecting the documents to be included in the system, and pass the National Digital Library Regulations.
