To strengthen anti-terrorist security at nuclear power facilities, the Federal Law establishes a zone with special terms for the use of the territory – a security zone with a special legal status.
The special legal status includes restrictions on entry to and stay in the security zone for citizens, restrictions on flights by unmanned aircraft over the security zone, restrictions on economic activity and entrepreneurship, restrictions on the management of water resources and real estate and other restrictions stipulated by federal laws.
The Federal Law states that the Government of the Russian Federation shall approve the list of nuclear power facilities requiring the creation of a security area, the procedure for defining a security zone and the procedure for granting a special legal status to such zones.
