The Fourth Additional Protocol to the European Convention on Extradition was signed in Strasbourg on February 24, 2015, with reservations regarding the application in the Russian Federation of the Convention provisions as put forth in the Protocol. The Law establishes the Russian authorities that will send, receive and analyse extradition requests under the European Convention on Extradition as amended by the Protocol.
The Protocol amends and supplements a number of the Convention’s provisions in order to adapt it to modern needs when pursuing international cooperation on extraditing persons wanted by the requesting country’s relevant authorities for criminal proceedings or for serving a sentence. The provisions amended or supplemented concern, in particular, the expiry of statutes of limitations, requests and supporting documents, transit, and re-extradition to a third state. Implementing the Protocol will further improve international cooperation on extradition.
