Legal amendments to ensure law and order during official sports events

Vladimir Putin signed the Federal Law On Amendments to Russian Federation Laws to Enhance Regulation of Certain Aspects of Ensuring Law and Order during Official Sports Events.

The Federal Law was adopted with the aim of establishing grounds for administrative bans and administrative liability measures for serious violations of spectator behaviour rules during official sports events.

In particular, the law clarifies penalties for foreign sports fans who violate law and order at sports events. Foreign sports fans can be detained for 15 days with subsequent expulsion from the Russian Federation. Expulsion from Russia may be replaced by an administrative fine or administrative ban on attending sports events for a period of 1–7 years.

Furthermore, the law bans entry into Russia during international sports events for foreign sports fans known to have violated public order at public, sports, spectator and other mass events outside the Russian Federation. Foreign sports fans are also banned from entry into Russia if there is information on their intention to commit unlawful actions at sports events.
