The Federal Law regulates relations arising in the course of cross-border cooperation and defines the basic principles, tasks and areas for cross-border cooperation, as well as the powers of the different actors in cross-border cooperation, namely, the Russian Federation, its border regions, and municipalities in the border regions.
Cross-border cooperation shall be based on respect for the universally recognised principles of international law, the Russian Federation’s international treaties, delimitation of powers and responsibilities between the Russian state bodies at national, regional and municipal level, consideration of Russia’s national security interests and other principles.
Cross-border cooperation can be carried out in the economy, transport and communications, energy, research and education, culture and the arts, healthcare and other areas.
The Federal Law also sets out the procedures for concluding cross-border cooperation agreements.
