The Federal Law is aimed at ensuring flight safety and protecting passengers’ and crew’s lives and health.
Therefore, the Federal Law grants the carrier or the carrier’s representative authorised to enter into contracts on passenger air transportation the right to deny such contract to a passenger included in the carrier’s list of persons whose air transportation is restricted.
The law sets forth the procedure for including a passenger in or removing a passenger from the said list, as well as cases when a passenger on the list may not be denied a passenger air transportation contract.
