The Federal Law is aimed at improving legal relations on moving cultural property from the Russian Federation to foreign states.
The Federal Law establishes the terms and procedure for exporting, temporary exporting, importing and temporary importing of cultural property, including the procedure for issuing a report (permit) or obtaining a licence for exporting cultural property, and the terms and procedure for conducting examinations of cultural property.
The law identifies the categories of cultural property that are not subject to export without prior obligation to bring them back.
Also, the Federal Law specifies the procedure for establishing non-state museums in the Russian Federation.
