The Russian Federation signed the Convention on October 28, 2011, in Moscow.
The convention’s main objectives are the establishment of criminal responsibility for counterfeiting medical products and similar crimes; protection of rights of individuals who have suffered as a result of such crimes; the development of cooperation in the fight against the counterfeiting of medical products, both on federal and international levels.
The convention shall be ratified with three additional declarations, which specify how the convention’s provisions are to be applied by the Russian Federation, in particular in dealing with the prosecution of foreign citizens and individuals without citizenship, or those permanently residing in the Russian Federation, only in cases established by the Criminal Code of the Russian Federation; the execution of inquiries on extradition or requests for legal assistance based on the principle of reciprocity in instances when there is no corresponding treaty on extradition or provision of legal assistance in place; the establishment of the Federal Service for Surveillance in Healthcare (Roszdravnadzor) as the national authority responsible for international cooperation in this sphere.
