Under the Federal Law, the activities of a foreign or international non-governmental organisation may be recognised as undesirable in the Russian Federation if these activities facilitate or obstruct the nomination of candidates or lists of candidates, or the election of registered candidates, or efforts to put forward an initiative for a referendum or hold a referendum, or they seek to affect the outcome of a vote or a referendum (including other forms of participation in election campaigns, or campaigns for referenda, except for the participation of this type of organisation in election campaigns or campaigns for referenda in its role as foreign (international) observer).

The President signed Federal Law On Amendments to Article 31 of Federal Law On Measures to be Enforced Against Entities Involved in the Violation of Basic Human Rights and Freedoms and the Rights and Freedoms of the Nationals of the Russian Federation.
