The Federal Law envisages a number of measures aimed to ensure the safe and stable operation of the internet on the territory of the Russian Federation.
The law, in particular, defines the necessary rules for routing telecommunication messages and provides for the monitoring of compliance with them. The law makes it possible to minimise the cross-border transfer of data that Russian users exchange with each other.
The law regulates relations regarding the transfer of possession of trans-border telecommunication lines.
Telecommunications operators, trans-border telecommunication line owners and internet exchange point owners shall be entrusted with the responsibility of providing for centralised traffic management in case of emerging threats to the stable, safe and integral operation of the internet on the territory of the Russian Federation. The law envisages the installation of technical equipment in communication networks to counter such threats.
The law stipulates the creation of infrastructure that will ensure the smooth performance of Russian internet resources in the event that Russian communications operators cannot connect to foreign root name servers.
Regular drills shall be conducted with the participation of government authorities, communications operators and technology network owners to detect threats to the stable, safe and integral operation of the internet on the territory of the Russian Federation and to develop measures to restore the operation of the Russian segment of the internet.
