The Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism was signed on behalf of Russia in Strasbourg on June 27, 2017.
The Additional Protocol provides for criminalising terrorism related activities, including the funding and provision of other assistance to persons travelling abroad for the purpose of terrorism.
Under the Criminal Code of the Russian Federation, travelling abroad for the purpose of terrorism or an attempt to make such a trip does not constitute a separate crime. In this connection, Russia made a statement when signing the Additional Protocol to the effect that these actions would be considered as preparations for a crime of terrorism or an attempt to commit such a crime and, as such, would entail criminal liability.
