The President signed laws concerning supremacy of Constitution on Russia’s territory and protection of state sovereignty and territorial integrity

Vladimir Putin signed a package of laws concerning the priority of the Constitution of the Russian Federation over any international agreements or decisions by interstate bodies on the territory of Russia and ensuring the constitutional principle of protecting the sovereignty and territorial integrity of the Russian state.

Amendments are made to several codes and legislative acts of the Russian Federation.

The amendments made to the Criminal Procedure Code and a number of other codes preclude the application of rules in Russia’s international treaties in any interpretations that contradict the Constitution of the Russian Federation. Furthermore, certain legislative acts of the Russian Federation are amended to provide that decisions taken by supranational bodies in keeping with the provisions of the Russian Federation’s international treaties shall not be enforced in the Russian Federation in any interpretations that contradict the Constitution of the Russian Federation. It is also clarified that such a contradiction can be established in a manner determined by federal constitutional law.

The amendments made to the Criminal Code provide for liability for the alienation of a part of the Russian Federation’s territory or for other actions (with the exception of delimitation, demarcation, or re-demarcation of the state border of the Russian Federation with neighbouring states) aimed at violating the territorial integrity of the Russian Federation.

Amendments to the Russian Code of Administrative Offences establish administrative liability for public calls to action aimed at violating the territorial integrity of the Russian Federation, if these actions lack evidence of a criminal offence. The same actions committed using the media or electronic or information and telecommunications networks (including the internet), call for increased administrative liability.
