The Federal Law introduces the concept of “educational activities” and establishes general requirements for carrying them out.
Under the Federal Law, it is illegal to use educational activities to incite social, racial, ethnic or religious hatred, to engage in activism promoting exceptionalism, superiority or inferiority of a people based on social, racial, ethnic, religious or linguistic affiliation, or their religious orientation, including through the reporting of misleading information on the historical, ethnic, religious or cultural traditions of ethnicities, or to incite to actions that contradict the Constitution of the Russian Federation.
Under the Federal Law, coordinating educational organisations’ participation in international cooperation is included in the federal government education bodies’ mandate.
The Federal Law also establishes specific procedures governing the execution by educational organisations of agreements on matters of education with foreign organisations and foreign nationals.
