The Federal Law was drafted following the entry into force of the Law of the Russian Federation dated March 14, 2020, On Improving the Regulation of Certain Aspects in the Organisation and Functioning of Public Authority amending the Constitution of the Russian Federation.
The Federal Law specifies provisions of specific legislative acts of the Russian Federation prohibiting the carrying out of state and municipal duties, state and municipal service duties and other duties by citizens of the Russian Federation, who have citizenship (nationality) of a foreign state. Pursuant to the Federal Law, citizens of the Russian Federation who are in possession of a residence permit or other document, confirming the right of permanent residence of a citizen of the Russian Federation in a foreign state, are also prohibited from carrying out such duties.
