This Federal Law is aimed at protecting the national interests of the Russian Federation against hostile actions by foreign states and international organisations.
The law stipulates a series of measures to maintain the stability of the Russian economy, including its financial system, as well as socioeconomic measures aimed at ensuring the improvement of social protection of citizens of the Russian Federation.
With this aim in view, the Government of the Russian Federation has been entrusted with additional powers.
In particular, the Government of the Russian Federation will have the power to adopt decisions on the specific features of organising and implementing measures of state and municipal control; on licensing, accreditation, evaluation and state registration, as well as the issuance of other permits established in accordance with Russian Federation legislation; on regulation of labour relations and relations in the sphere of employment; and on establishing the subsistence wage level in the Russian Federation and the minimum wage.
This Federal Law sets out the specific features of legal regulation of the provision of social allowances and pensions, medicines and medical products, as well as ensuring protection of the rights and interests of Russian citizens who were receiving an education abroad and were forced to stop their studies.
In addition, this Federal Law stipulates the norms aimed at supporting citizens of the Russian Federation with obligations under credit (loan) agreements.
