The Executive Order was signed in order to overcome, as soon as possible, the consequences of wild and man-made fires in the Krasnoyarsk Territory, the Kemerovo Region – Kuzbass, the Irkutsk, Novosibirsk, Omsk and Kurgan regions, to provide assistance to affected citizens, to complete priority emergency and restoration works on facilities of social, engineering, transport and utilities infrastructure, to repair damaged and construct new housing for such citizens.
Instructions to top officials of these regions cover various types of material and financial assistance to citizens, assessment of fire damage to residential premises, facilities of social, engineering, transport and utilities infrastructure, and appropriate compensation payments from the federal budget, as well as assessment of fire damage to private subsidiary plots (including the loss of farm animals and poultry), property of citizens located on garden plots, and compensation for such damage.
Instructions to the Russian Federation Government, together with top officials of the affected regions, cover social support for citizens whose residential premises have been completely destroyed or damaged by the fire; the timeframe of priority emergency and restoration works on facilities of social, engineering, transport and utilities infrastructure, repair of damaged and construction of new housing for citizens affected by the fires; providing recreation and rehabilitation opportunities for children living in the territories affected by the fires; and finding sources of funding for relevant activities.
Instructions to the Russian Federation Government, together with the Central Bank, cover the restructuring by credit institutions of loans to citizens affected by the fires in these territories, and the acceleration of payments under insurance contract by insurance companies.
Instructions to the Ministry of Energy cover, in particular, the inspection of the technical condition of power grid facilities affected by the fires, and, if necessary, their upgrade.
By December 1, 2022, the Government is to submit to the President a report on the implementation of this Executive Order.
