According to the Federal Law, foreign-flagged ships sailing in the internal sea waters of the Russian Federation must comply with legislation of the Russian Federation and the navigation rules in the internal sea waters of the Russian Federation, which are established by the Government of the Russian Federation considering the interests of state security and defence and ensuring the protection and preservation of the marine environment.
In addition, the Federal Law regulates issues of providing services by ships of the icebreaker fleet, approving the rules of radio communications for the maritime mobile service and the maritime mobile satellite service, and establishing the procedure for assigning a call sign and a selective call number to a ship station, as well as the procedure for assigning an identification number to a ship satellite communication station.
