The Federal Law provides for the establishment of a Russian children’s and youth movement in order to develop a unified policy for the instruction of children and youth at educational organisations, associations, movements, communities and clubs, to consolidate and strengthen support rendered to children and youth, and to increase their civic engagement.
It states that the Movement shall be a voluntary, self-governing all-Russia public and state movement.
The Law defines the Movement’s objectives, its structure and the structure of its governing bodies; the Law also envisages that the Movement’s activities shall be based on the principles of voluntary participation in the Movement, equality of its members’ rights, and regard for their individual characteristics.
