The Federal Law regulates relations related to logistical support for the Armed Forces of the Russian Federation and other troops and military units and agencies during counterterrorist and other operations outside the territory of the Russian Federation.
With this aim in view, Article 261 has been added to the Federal Law On Defence to empower the Government of the Russian Federation to take decisions on special economic measures in order to support the implementation of counterterrorist and other operations outside Russia by the Armed Forces of the Russian Federation and other troops and military units and agencies, including measures that stipulate the temporary reactivation of mobilisation capacities and facilities, the release of material assets from the state reserve, and other actions.
If the Government of the Russian Federation adopts such a decision, legal entities, regardless of their form of incorporation and ownership, may not refuse to sign agreements (contracts) on the supply of goods, the implementation of projects and the provision of services necessary for the implementation of counterterrorist and other operations outside Russia by the Armed Forces of the Russian Federation and other troops and military units and agencies.
