The Federal Law is aimed at improving the effectiveness of preliminary investigations in criminal cases involving the transfer of capital abroad and at enhancing the capacity of law enforcement agencies to investigate other criminal cases.
Under the Federal Law, criminal cases involving criminal liability for the evasion of the obligation to repatriate funds as well as for currency transactions involving their transfer to non-resident bank accounts using forged documents will be investigated by way of an inquiry and will fall within the jurisdiction of customs investigators.
In addition, the Federal Law determines the categories of criminal cases in which urgent investigative actions shall be carried out by customs authorities.
