The Federal Law has been adopted pursuant to the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing dated November 22, 2009, and signed on behalf of the Russian Federation in Rome on April 29, 2010.
According to the Federal Law, a seaport captain may prohibit a foreign vessel from calling at a seaport if the vessel is listed as involved in fishing in violation of rules and regulations under the international agreements that the Russian Federation is a party to.
It is also prohibited to provide port services to owners of the above vessels.
The Federal Law specifies exceptional cases when said prohibitions do not apply and establishes the procedure for inspecting such vessels and exchanging information.
