The agreement was signed in Moscow on October 21, 2021.
The agreement provides that, if there is a need for a humanitarian operation, the sending state shall forward a request to the receiving state, through diplomatic channels, for the use, in agreement with the receiving state, of its territory and the infrastructure therein, including airports and sea ports, necessary for carrying out the humanitarian operation. The procedure for using the territory and infrastructure of the receiving state shall be determined by the authorised bodies of the parties in accordance with the agreement and the procedures established in the receiving state.
