The Federal Law seeks to improve the legal regulation of the information space.
The Federal Law prohibits individual legal entities in cases provided for by the Federal Law, from using information systems in computers or software for computers belonging to foreign legal entities or foreign citizens, which are designed or used to exchange e-messages exclusively between the users of these information systems or software for computers, whereby a sender of an e-message determines its recipient or recipients.
The federal executive body responsible for supervision and oversight of mass media, mass communications, information technology and telecommunications, is to publish a list of said information systems and/or software for computers on its official website.
In addition, the Federal Law shall establish separate bans and responsibilities for advertising service owners.
