The Federal Law sets forth certain specific parameters in the procedure for the formation of public authorities in the Russian Federation.
In particular, a mechanism is being introduced to recall a senator of the Russian Federation who represents a constituent entity of the Russian Federation before the expiration of his/her term in office. The decision on such recall may be taken by the Federation Council upon the proposal of a government authority of the Russian Federation constituent entity that has taken the decision to vest the powers of a senator of the Russian Federation.
In addition, the Federal Law establishes a procedure for resolving the issue of calling and holding elections in the territory where martial law has been introduced. The decision to hold an election in such cases may be taken by the Central Election Commission of the Russian Federation following consultations with the Defence Ministry and the Federal Security Service. The requirements for organising and holding such elections are also defined.
The Federal Law regulates the exercise of electoral rights and the right to participate in a referendum by citizens who are in places of detention, including suspects and accused individuals.
In addition, the Federal Law clarifies certain issues of financing the preparation for and holding of elections, as well as the procedures for performing certain electoral actions.
