The Federal Law denounces the Treaty between the Russian Federation and Ukraine on Cooperation in the Use of the Sea of Azov and the Kerch Strait, signed in the city of Kerch on December 24, 2003, and ratified by the Russian Federation on April 22, 2004.
An entirely new situation has taken shape around the Sea of Azov and the Kerch Strait following the accession of the Donetsk People’s Republic, the Zaporozhye Region and the Kherson Region to the Russian Federation. From now on, their coasts belong to the Russian Federation alone.
Now that Ukraine has lost its status as a littoral state with respect to these bodies of water, it is necessary to terminate the Treaty between the Russian Federation and Ukraine on Cooperation in the Use of the Sea of Azov and the Kerch Strait.
On February 24, 2023, the Verkhovna Rada of Ukraine passed the Law On the Denunciation of the Treaty between the Russian Federation and Ukraine on Cooperation in the Use of the Sea of Azov and the Kerch Strait. On March 25, 2023, the law entered into force following its signing and official publication.
