The Federal Law amends the Russian Federation Law On State Secrets, federal laws On the Procedure for Exit from and Entry Into the Russian Federation, On the Judicial Department at the Supreme Court of the Russian Federation, and On Amendments and Addenda to Russian Federation Law On State Secrets and aims to settle issues related to clearance levels and restrictions on the right to exit the Russian Federation for certain categories of officials.
Specifically, it vests the President of the Russian Federation with authority to change the existing procedure for granting access to state secrets not only during a state of emergency but also during periods of mobilisation and martial law.
The Federal Law also makes it possible to restrict the right of citizens to leave the country based on their actual awareness of information constituting a state secret or classified as “particularly important” or “top secret” regardless of whether or not they have an employment agreement (contract), including persons with special secret clearance: senators of the Russian Federation, deputies at various levels, judges and governors.
The law defines the procedure under which citizens with restrictions on their right to exit the Russian Federation can exit it for humanitarian purposes.
