The Federal Law is aimed at improving the legal regulation of relations in the use of electronic signatures.
In particular, the Federal Law sets forth the special aspects of using a qualified electronic signature if legal relations involve the participation of legal entities, individuals holding public office in the Russian Federation, public office in the regions of the Russian Federation, and public officials of government and local self-government bodies, their subordinate organisations, as well as notaries.
In addition, under the Federal Law, in the absence of an international treaty with the Russian Federation, electronic signatures created in line with legal standards of a foreign state or international standards may be used in legal relations between the participants of electronic interaction as per the agreement between the said participants.
