The Executive Order was signed to improve coordination of the external economic relations of the constituent entities of the Russian Federation. Under the Order, the Ministry of Economic Development of the Russian Federation is designated as the main federal executive body responsible for the coordination of external economic relations of the constituent entities of the Russian Federation.
The Executive Order specifies the relevant functions that the Ministry of Economic Development is authorised to perform, such as ensuring that the public authorities of the constituent entities of the Russian Federation comply with the principles of uniformity of government policy when carrying out external economic activities; coordinating efforts of the federal executive authorities and the public authorities of the constituent entities of the Russian Federation as they maintain external economic relations with foreign countries, their regions or administrative territories; and monitoring the execution of international agreements signed by the Russian Federation regarding issues of external economic activities carried out by the public authorities of the constituent entities of the Russian Federation; and monitoring the execution of the protocols of the meetings of intergovernmental commissions on trade and economic, scientific and technical cooperation with foreign countries with regard to the same issues.
