The Federal Law makes amendments to Federal Law On Basic Guarantees of Electoral Rights and the Right of the Citizens of the Russian Federation to Participate in Referendums in terms of organising and holding elections at various levels, referendums within constituent entities of the Russian Federation and local referendums during martial law.
In addition, the Federal Law stipulates that the norms set forth in Federal Law On the Contract System in the Procurement of Goods, Works and Services for State and Municipal Needs shall not apply to transactions related to the procurement of goods, works and services by election commissions in the constituent entities of the Russian Federation and territorial election commissions by using the funds allocated from the budgets of the Russian Federation constituent entities or federal territories for helping organise and hold elections to federal government bodies.
