The federal law is designed to facilitate the development of cruise tourism in the Far East and Russia’s Arctic zone.
The law stipulates that the border regime rules will not apply to vessels or to their passengers and crew, when a ship is carrying the state flag of the Russian Federation and transporting passengers for the purposes of tourism in the event of them entering ports and/or sites located in the internal waters and the territorial sea of the Russian Federation that are adjacent to Russian regions that are part of the Arctic zone of the Russian Federation and/or the Far Eastern Federal District, as outlined in the agreement on implementing a tourist product.
It is necessary to submit notifications about the passengers and crew of such vessels to the border services of the Federal Security Service, with information on the route, passengers and crew, in accordance with the procedure established by the Government of the Russian Federation.
