Under the Executive Order, simplified procedures for applying for Russian citizenship without any requirements to the duration of their stay in Russia, knowledge of the Russian language, Russian history and Russian legislation shall apply the following categories of individuals: citizens of Ukraine, stateless persons who were born and have been living in Crimea and Sevastopol prior to March 18, 2014, their children, spouses, and parents; citizens of Ukraine and stateless persons entitled to stay/live in Russia, who had permanently lived on the territory of Ukraine, their children, spouses, and parents; individuals illegally deported from the Crimean ASSR, their close relatives, adopted children, and spouses; citizens of Afghanistan, Iraq, Yemen, and Syria who were born in the RSFSR and previously had the status of Soviet citizens, as well as their children, spouses, and parents.
The Executive Order sets forth the procedure for obtaining Russian citizenship by orphans, children without parental care, legally incapable citizens of Ukraine or stateless persons who had permanently lived on the territory of Ukraine.
Any previous presidential executive orders concerning simplified procedures for obtaining Russian citizenship are hereby declared null and void.
