Vladimir Putin signed Federal Law On Amendments to the Criminal Code of the Russian Federation and the Criminal Procedure Code of the Russian Federation.

The Federal Law is aimed at enhancing the efficiency of the criminal law protection of the constitutional framework and security of the Russian Federation.

To this end, this Federal Law expands the list of crimes recognised as acts directed against the security of the state according to the Criminal Code of the Russian Federation to include, in addition to acts of sabotage proper, other sabotage-related crimes such as facilitating sabotage activities, training for the purpose of carrying out sabotage activities, and organising and participating in a sabotage community.

The Federal Law introduces increased liability for public calls to carry out activities directed against the security of the state, committed for mercenary motives or for hire, motivated by political, ideological, racial, ethnic or religious hatred or enmity, or by hatred or enmity towards any social group.

The list of crimes punishable by asset confiscation has been expanded.

In particular, any assets obtained as a result of committing crimes committed for mercenary motives such as public dissemination of knowingly false information about the use of the Russian Armed Forces, exercise by state bodies of their powers, provision of assistance by volunteer units, organisations or individuals to the Russian Armed Forces or National Guard in performing their missions, and public calls for actions directed against the security of the state, shall be subject to compulsory seizure without compensation and conversion into state ownership on the grounds of a conviction.

In addition, any assets used to or intended to finance terrorism, extremist activities, an organised group, an illegal armed unit, a criminal network (criminal association), or any activities against the security of the Russian Federation will be subject to confiscation.

Amendments are being introduced to the Criminal Procedure Code of the Russian Federation in accordance with the amendments made to the Criminal Code of the Russian Federation as regards asset confiscation.
