The federal law strengthens civil liability for the forgery of an identity document, as well as for the forgery of a stamp, seal or letterhead, and for their use, transfer or sale.
In addition, it establishes civil liability of legal entities for such actions carried out for the purpose of illegal migration.
Stricter civil liability is established for repeated administrative offences.
At the same time, the federal law specifies the range of persons who shall bear civil liability for violating requirements to conducting tests of Russian as a foreign language, Russian history, and the basics of Russian legislation.
