The Federal Law rests on the baseline scenario of the socioeconomic development forecast for the Russian Federation for 2025 and the 2026–2027 planning period.
The main parameters of the federal budget for 2025 were determined based on a projected gross domestic product of 214,575 billion rubles and an inflation rate not exceeding 4.5 percent. The projected total federal budget revenue amounts to 40,296.1 billion rubles, while expenditures are forecasted at 41,469.5 billion rubles, leaving a planned deficit of 1,173.4 billion rubles.
