The Executive Order states that, to protect the rights and freedoms of individuals and citizens, and in accordance with Article 80 of the Constitution of the Russian Federation and Article 3 of Federal Law No 115-FZ On the Legal Status of Foreign Citizens in the Russian Federation (dated July 25, 2002), Ukrainian citizens currently residing in the Russian Federation, who lack legal grounds for their stay or residence, must either leave the Russian Federation independently or, by September 10, 2025, regularise their legal status in accordance with Presidential Executive Order No 1126, dated December 30, 2024, On Temporary Measures to Regulate the Legal Status of Certain Categories of Foreign Citizens and Stateless Persons in the Russian Federation in Connection with the Implementation of the Expulsion Regime.
Additionally, under the Executive Order, foreign citizens and stateless persons who arrived in the territories of the Donetsk People’s Republic, the Lugansk People’s Republic, and the Zaporozhye and Kherson regions before the Executive Order came into force, for purposes unrelated to employment for more than 90 calendar days, or for employment purposes without undergoing a medical examination, are required to undergo a medical examination by June 10, 2025. This includes individuals who have not been checked for the use of narcotic drugs or psychotropic substances without a doctor’s prescription, new potentially dangerous psychoactive substances, or infectious diseases that pose a danger to others, as outlined in the list approved by the federal executive body authorised by the Government of the Russian Federation, as well as HIV infection. These individuals must submit medical documentation to the territorial body of the Ministry of the Interior of the Russian Federation, confirming the absence of these conditions, that is, the use of narcotic drugs or psychotropic substances without a doctor’s prescription, new potentially dangerous psychoactive substances, or aforementioned infectious diseases, as well as HIV infection.
The Interior Ministry and the Ministry of Health of the Russian Federation have been given corresponding instructions.
