The Federal Law cancels the pilot project for labelling imported alcoholic products with federal special stamps placed under customs procedure at customs warehouse. This pilot project was conducted in the territory of the Russian Federation since June 1, 2021.
Under the Federal Law, from September 1, 2025, the labelling of imported alcoholic products with federal special stamps will be carried out on a permanent basis within the territory of the Russian Federation. An exception is made for alcoholic products manufactured in the member states of the Eurasian Economic Union and labelled with such stamps prior to their importation into the Russian Federation.
Labelling of alcoholic products at the sites of their production located outside the territories of the EAEU member states will be permitted until February 28, 2026.
Additionally, the Federal Law states that the Government of the Russian Federation has the authority to approve a list of organisations engaged in production of alcoholic products outside EAEU member states, which products are to be imported into the Russian Federation with federal special stamps attached at the place of their production;
sets the requirements to the sites for labelling alcoholic products imported into the Russian Federation, as well as the procedures for transporting such products from the State Border of the Russian Federation to designated labelling sites.
