The Federal Law provides for the establishment of a multifunctional information exchange service.
The messenger platform will support a wide range of functions, including the signing of documents using electronic signatures with varying levels of security, communication between participants in the education system, and the submission by Russian citizens of information from identity documents of a Russian Federation citizen in cases where proof of age, eligibility for benefits, enrolment in educational institutions, or other confirmations are required.
When Russian citizens use the messenger to submit information from identity or other official documents, such submissions will be considered equivalent to presenting the original documents.
Under the Federal Law, the messenger must be pre-installed on certain types of technically complex electronic devices.
