In accordance with Article 8 of the Federal Constitutional Law No. 1-FKZ On Martial Law, dated January 30, 2002, the President has ordered that vessels arriving from foreign ports shall enter the seaports of the Russian Federation with the permission of the captain of the seaport coordinated with the concerned official of the Federal Security Service (FSB).
Relevant instructions have been issued to the Federal Security Service and the Government of the Russian Federation.
