The Federal Law provides that participation in activities to preserve the memory of victims of the genocide of the Soviet people at the time of the Nazi occupation during the Great Patriotic War of 1941–1945 shall be referred to as charity and volunteer activity, and stipulates that the government authorities, public authorities of a federal territory and local self-governments may render assistance to the socially oriented non-profit organisations that are involved in activities to carry out search operations to discover unknown burial places and unburied remains of victims of the genocide of the Soviet people during the Great Patriotic War of 1941–1945.
In addition, the law provides that the powers of the government authorities of the Russian Federation constituent entities shall include participation in perpetuating the memory of victims of the genocide of the Soviet people during the Great Patriotic War of 1941–1945.
