The Federal Law transfers to the Interior Ministry of Russia the powers of the Ministry of Labour and Social Protection related to approving a list of professions (specialities, positions) of foreign nationals and stateless persons – skilled specialists entitled to obtaining a residence permit in the Russian Federation without obtaining a temporary residence permit, as well as a list of professions (specialities, positions) of foreign nationals – skilled specialists, who find an employment in keeping with a profession (speciality) they have, and who are not covered by the quotas for the issuance of work permits to foreign nationals who arrive in the Russian Federation on the basis of a visa.
