The Federal Law is intended to ensure the continued operation of the tariff regulation system in the electric power industry.
Its adoption is necessitated by the fact that on January 1, 2011, the Federal Law On the Electric Power Industry will enter fully into force, which in its turn will cause the Federal Law On the State Regulation of Tariffs on Electric and Thermal Energy to become inoperative.
The Federal Law’s amendments to the Federal Laws On the Electric Power Industry and On the Specifics of Electric Power Industry Functioning during the Transition Period and on Amending and Declaring Null and Void Certain Legislative Acts of the Russian Federation Following the Enactment of the Federal Law on the Electric Power Industry are aimed at establishing procedures for determining the principles and methods of state price (tariff) adjustment, and the powers of government authorities with regard to tariff regulation.
