The Federal Law is intended to establish principles of organising government and municipal services, including the procedure for their payment, the establishment of requirements for government and municipal services, and for interaction between agencies providing government and municipal services and citizens and organisations, including electronic interaction.
In order for an applicant to receive government and municipal services based on a ‘one stop’ principle, which contemplates that government and municipal services are provided based on a single application, the Federal Law contemplates the establishment of multi-service centres that will interact with agencies offering such government and municipal services, without the applicant’s participation.
In addition, the Federal Law provides for the possibility for the applicant to receive government and municipal services online using a government and municipal services portal, and also using universal electronic cards.
The Federal Law introduces requirements for government and municipal services portal and for universal electronic cards, and also sets forth the conditions and guidelines for their use.
