The Federal Law makes amendments to a number of federal laws. It amends for example the Federal Law On the General Principles Governing the Organisation of Regional Legislative (Representative) and Executive Bodies of State Power, by introducing a provision, which contemplates that the powers of regional executive bodies in the area of heating supplies are established by the Federal Law On Heating Supplies. A similar amendment has been made to the Federal Law On the General Principles Governing the Organisation of Local Self-Government in the Russian Federation with regard to the powers of local government bodies to organise heating supplies. The Federal Law On Heating Supplies clarifies and specifies these powers.
Provisions regulating heating supply issues have been removed from the Federal Law On the Electric Power Industry.
Amendments have also been made to the Federal Law On the Basic Principles for Regulating Tariffs of Utilities and Municipal Services Providers, and the Federal Law On Protecting the Rights of Legal Entities and Individual Entrepreneurs in the Exercise of State and Municipal Control (Supervision) as concerns inspections to check preparedness for the heating season.
