Amendments to the law on Federal Security Service and the Code of Administrative Offences

Dmitry Medvedev signed Federal Law On Amendments to the Federal Law On the Federal Security Service and to the Russian Federation Code of Administrative Offences.

The Federal Law submitted by the Russian Government grants the Federal Security Service the right to issue an official warning to an individual regarding the inadmissibility of his or her actions that may lead to a crime the inquiry and preliminary investigation of which, under Russian law, is the responsibility of the Federal Security Service, in cases when there are no grounds for criminal liability. In addition, the law stipulates the procedure for submitting recommendations for the elimination of the causes and conditions that may present a threat to the security of the Russian Federation, and the procedure for issuing official warnings.

The Federal Law adds Chapter 4 to Article 19.3 of the Russian Federation Code of Administrative Offences, which stipulates liability for disobeying a lawful order or request from an officer of the Federal Security Service in connection with the execution of his duties, as well as for hindering the execution of his duties.
