The Agreements, signed in Stockholm, Sweden, on November 18, 2009, define the basic principles of relations between Russia and the European Union as regards the implementation of these programmes, including the parties’ financial contributions, the procedure for Russia’s financial contribution, and the key terms and conditions for implementing the programmes.
The Agreements also stipulate that in the course of their implementation, the procedure for holding tenders and closing contracts shall be governed by the European Union regulations and PRAG (Practical Guide for Contract Procedures for EC External Assistance).
In addition, the Agreements set forth the procedures for monitoring and supervising the implementation of programmes on the territory of the Russian Federation and the territories of European Union member states.
